The representative of the second district of Oswego, was born in the town of Albion, in that County in 1839 of American parents. He was educated in the Common Schools of the Town. He is now and has been for many years a merchant at Sand Bank. In politics, Mr. Helms has always been a republican and has represented his town as Supervisor two terms. He was elected to the Assembly last year, in which he served on the Committees on Game Laws, Engrossed Bills and Expenditures of the Executive Department. Mr. Helm is married, and his post office address is Sand Bank.
