William A. Barclay

Will Barclay was elected as Assemblyman for the 124th Assembly District on November 5, 2002. The District includes the Oswego County towns of Albion, Richland, Mexico, New Haven, Scriba, Granby and Volney, the cities of Oswego and Fulton and the Onondaga County towns of Lysander, Camillus, Elbridge, Marcellus and Skaneateles. Born in Syracuse, New York in 1969, Mr. Barclay is a lifetime resident of central New York. An attorney and a businessman, Mr. Barclay is a partner in the Syracuse law firm of Hiscock and Barclay LLP, where he specializes in business law. He is a mem-ber of the Oswego County Bar Association and the Onondaga County Bar Association. Mr. Barclay also serves as a board mem-ber of Syracuse Supply and QMP Enterprises, Inc. and is a mem-ber of the Executive Committee for the National Conference of Insurance Legislators and vice chair of its' Health Committee. In light of his business and legal activities, Assemblyman Barclay knows first-hand the challenges that the business community faces in New York and there-fore has focused his legislative agenda on policies that benefit the business community and working men and women of his district.

As a civic minded person, Mr. Barclay has participated in a number of community or-ganizations. He formerly served on the Board of Directors for the Friends of the Rosamond Gifford Zoo at Burnet Park, the Everson Museum of Art, and the Northern Oswego County Health Services, Inc. In addition, until his election to the Assembly, Mr. Barclay was a member of the SUNY Oswego College Council, a position he was appointed to by Governor Pataki.

For his accomplishments, in 2004, Mr. Barclay was recognized as one of Oswego County Business magazine's Forty under 40, an honor given to Oswego County leaders under the age of 40. Mr. Barclay was also awarded the 2007 Martin Rose Economic Developer Merit Award for his commitment to the economic development process by helping to facilitate the attraction and retention of businesses in Oswego County.

In January 2007, Mr. Barclay was named Assistant Minority Leader, the leadership post he currently holds. Prior to this position, Mr. Barclay served as Chair of the Minority Joint Conference Committee and Vice Chair of the Minority Program Committee, a leadership position that he was appointed to in the beginning of his second term in the Assembly. In addition, Mr. Barclay formerly served as Chair of the Republican Conference's Hunting and Fishing Task Force and currently serves as a member of the Assembly Republican Task Force on Manufacturing and the Assembly Republican Task Force on Small Business. Mr. Barclay holds the positions of Ranking Minority Member on the Assembly Insurance Com-mittee and Ranking Minority Member on the Assembly Ethics and Guidance Committee. He also serves as a member of the Joint Legislative Ethics Committee.

Mr. Barclay is a graduate of St. Lawrence University and Syracuse University College of Law. After graduating from law school, he served as a law clerk for Roger J. Miner, a judge of the United States Court of Appeals, Second Circuit, in Albany and New York City.

Mr. Barclay represents the eighth generation of his family living in Pulaski, New York. He and his wife, Margaret, have two sons, Harry and George.
